Job Title: Administration/Quality Assurance Supervisor
FLSA Status: Non-Exempt
Status: Regular full-time benefited position.
Hours: Monday to Friday, 8:30 am to 5:00 pm with two 15-minute breaks and one 30-minute unpaid lunch break.
Starting Pay Rate: $32.50/hr
Summary
Senior Program Counselor Position Summary
Develops, coordinates, and oversees individual participant program plans, participant casework and counseling, participant admissions, referral and discharge, and research and related work as required by performing the following duties. In addition, the Senior Program Counselor provides guidance and support to other Counselors, as well as recommendations to management and Quality Assurance on best practices and systems.

- Coordinates the admission, discharge, and follow-up procedures for all program participants including providing information and referral services, and screening and interviewing of applicants to the program.
- Establishes and implements individual program participant service plans (ISP) and coordinates reviews to ensure participant progress and the effectiveness of their program goals.
- Provides guidance and counseling to program participants and advocates and intervenes on their behalf as needed.
- Acts as a referral source to participants and the general public.
- Serves as the primary liaison between staff, family, care providers, case managers and service providers.
- Schedules case meetings regularly and documents outcome for reviewing participant progress and to develop further plans and maintain an integrated and coordinated program.
- Coordinates and participates in meetings, conferences, training sessions, etc.
- Prepares and maintains all case records.
- Charts Participant program objective outcomes for completion of Program Evaluation.
- Creates and maintains internal and external reports, writes letters to families and care providers, and progress reports to case managers and representatives of regulatory agencies.
- Prepares and distributes internal weekly updates for individuals on caseload.
- Contact families and case managers to report need for wheelchair repairs.
- Attends counselor’s meetings.
- Attends all mandatory events and meetings.
Changes can occur in essential tasks due to changes in programs, such as those mandated by law or the licensing body, or as a condition to funding by a grant sponsor, or changes in state or federal law. Any change in essential tasks to be performed will be by written notice and will be an ongoing essential task or requirement only after such notice has been given.
Supervisory Responsibilities:
The Senior Program Counselor will provide oversight and guidance for the Counseling Team as well as recommendations for best practices and systems for management.
Additionally, every staff member may be required to:
• Unload buses in the morning.
• Load buses in the afternoon.
• Assist with pushing participants to class.
• Assist participants with pushing to the break room for break and lunch.
• Assist participants with personal care and nutrition as needed.
• Assist in other departments as needed.
Qualifications

Education and/or Experience
Bachelor’s degree (B. A.) or a certificate, license or credential in psychology, counseling, special education, or closely related field; six years of experience working with the disabled in a counseling capacity; or an equivalent combination of education and experience.
Language Skills
Ability to read, analyze and interpret documents such as professional journals, governmental regulations, safety rules, and procedure manuals. Ability to write reports and correspondence. Ability to effectively present information and respond to questions from groups of managers, staff, participants and the general public.
Reasoning Ability
Ability to define problems and collect data. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to adapt to varied and changing circumstances.
Physical Demands

- Ability to lift at least 50 lbs. – as requested
- Ability to stand, stoop, and bend – frequently.
- Ability to push non-mobile program participants in their wheelchairs frequently.

Addendum
It is required that every employee be aware of, and responsible for, the safety of program participants, staff, volunteers and others under his/her supervision or in their work environment. Employees are required to immediately clear or report any safety hazards or unsafe conditions in their work environment.
Requirements for Employment
- Submit to a current physical examination and tuberculosis screening.
- COVID-19 vaccination is required
- Provide a copy and maintain a current California driver’s license, submit a DMV clearance, and a copy of current insurance certificate for personnel file.
- Maintain a current CPR certification.
- Current fingerprint clearance (prints must be sent to the Department of Justice within four days of hire).
- Sign a Form I-9 and provide all required documentation.
